Inspection following the "Baba Alino" scandal
Minister of Regional Development Ivan Shishkov announced a large-scale inspection of ViK (Water and Sewerage) Varna regarding the case of the illegal settlement in the "Baba Alino" area. The ministry's actions will also extend to the "Bulgarian Water and Sewerage Holding" if the on-site inspection deems it necessary.
"A large part of the municipalities do not have general development plans, and those are the law by which the territory must be developed," Shishkov emphasized.
The problem with missing development plans
The minister expressed serious concern regarding the lack of General Development Plans (GDP) in many seaside and mountain resorts. The absence of these key documents creates prerequisites for chaotic construction and the impossibility of adequate control over the territory.
Who is responsible for illegal construction?
- Mayor and municipality: According to the law, the demolition of illegal structures falls under the direct authority of local government.
- Forest territories: Shishkov confirmed that in "Baba Alino," procedures are underway to remove fences, as the enclosure of forest areas is strictly prohibited.
- Inspections: Intensive inspections are currently continuing in Varna Municipality, aimed at establishing how the illegal construction came to be.
The situation remains under observation, with the focus falling on the link between the lack of regulations and the violation of public interest through illegal private structures in protected zones.
