The Health Care Committee in the National Assembly is set to review the presidential veto on controversial texts from the Health Insurance Act. The official program of the legislative body confirms the upcoming discussion of Decree № 114, submitted on July 25, 2025.
State leader Rumen Radev has sent a motivated opinion regarding the legislative amendments adopted on July 17, 2025. In his official statement, the president emphasizes the need for precise allocation of public finances in the healthcare sector, while expressing serious reservations about the proposed texts.
The main challenge stems from the changes in Article 59, which provide for the restoration of limits in the provision of medical assistance. According to the expert assessment of the presidential administration, these texts create a potential risk of limiting the access of insured citizens to treatment facilities of their choice.
A key point in the presidential statement is the parallel with an already declared unconstitutional provision. The head of state unequivocally points out that the adopted texts are too reminiscent of previous legal provisions that were rejected by the Constitutional Court.
Special attention is paid to a decision from 2024, in which the court declared unconstitutional a provision prohibiting the National Health Insurance Fund from paying medical assistance in violation of the agreed volumes and values.
The president insists on reviewing the texts, emphasizing that the main goal is to preserve the constitutional rights of Bulgarian citizens in the healthcare sector. His position clearly demonstrates concern for protecting patient interests against potential administrative restrictions.
