The Appointment
President Rumen Radev signed a decree officially appointing Miroslav Rashkov as Chief Secretary of the Ministry of Interior (MoI), the press office of the head of state announced. This act finalizes the process of selecting a key figure in the country's security, after the government put forward its proposal.
The decree was issued on the basis of Art. 98, para. 7 of the Constitution of the Republic of Bulgaria, which regulates the powers of the president, in connection with Art. 36, para. 3 of the Ministry of Interior Act. The press office of "Dondukov" 2 specified that the president has assigned the execution of the decree to the Minister of Interior, which is a standard procedure for such appointments.
The appointment comes after an official proposal from the Council of Ministers, made on August 27, 2025, which recommended Chief Commissioner Miroslav Rashkov to take the highest professional position in the MoI. Who is Miroslav Rashkov?
The biography of Miroslav Rashkov, published on the official website of the Ministry of Interior, reveals a long and consistent professional path in the security system. Born on December 9, 1972, in Shumen, he graduated with a degree in economics from the University of Veliko Tarnovo "St. Cyril and Methodius", and later obtained a master's degree in business administration. He built on his professional development with courses and training at the MoI Academy, as well as at ILEA, which emphasizes his specialized preparation.
His career at the Ministry of Interior began in 2006, when he was appointed as an intelligence officer. Until 2013, he worked at the Regional Directorate of the Ministry of Interior in Veliko Tarnovo, where he held the position of head of a group in the sectors "Economic Police" and "Criminal Police". After this period, Rashkov moved to the General Directorate "National Police", where he held the positions of intelligence officer, head of sector, and head of the "Economic Police" department.
In 2017, he was transferred to "Criminal Police" at the Regional Directorate of the Ministry of Interior in Sofia, where he remained until 2022. His next role was head of the "Money Laundering" sector in the General Directorate "Combating Organized Crime" (GDBOP) from 2022 to 2023. From July 12, 2023, he held the position of Deputy Director of the GDBOP.
One of his most recent career jumps was on August 27, 2024, when he was reappointed as Director of the General Directorate "National Police" (GDNP). In recent months, he held the position of Deputy Chief Secretary, to which he was reappointed by an order of the Minister of Interior on February 20, 2025.
