Caretaker Government Secures Funding for January 2026, Amounting to 260 Million Euros

The caretaker government approved funding for personnel expenses, social payments, and transfers, amounting to 260 million euros for January 2026. The funds will be provided from the previous year's carryover.

The caretaker government approved the financing of personnel expenses and social payments under the state budget, as well as transfers to the budget of the state social security, the National Health Insurance Fund (NHIF) and the account for European Union funds of the National Fund in an amount of up to 260 million euros for January 2026, the Council of Ministers announced.

The funds will be provided at the expense of balances from the previous year and are intended to cover social payments, personnel expenses and transfers provided from the state budget.

By applying this approach, the provision of the regulated increases in expenses and transfers is guaranteed, as well as the normal financing of the activities of the ministries and state institutions. The expenses will be carried out in accordance with the amendments to the existing normative acts that have entered into force.

The financing is carried out on the basis of Art. 3, para. 3 of the Law on the Collection of Revenues and the Execution of Expenses in 2026, until the adoption of the Law on the State Budget of the Republic of Bulgaria for 2026, the Law on the Budget of the State Social Security for 2026 and the Law on the Budget of the National Health Insurance Fund for 2026.

Earlier today, the manager of the NHIF, Assoc. Prof. Petko Stefanovski, told BTA that the Supervisory Board has obliged the management of the Fund to assess all new activities authorized in 2024 or 2025, which enter the system in 2026.
