Increasing the Cash Payment Limit: Benefits for Business and Harmonization with the EU

The Fiscal Council expressed support for raising the national cash payment threshold from 5,000 euros to 10,000 euros, justifying this measure with arguments for reducing the administrative burden on businesses and avoiding an unfavorable competitive position for Bulgarian enterprises compared to companies from other EU member states.

The decision is based on the upcoming implementation of Regulation (EU) 2024/1624, which introduces a harmonized maximum limit of 10,000 euros for business transactions within the EU from 2027.

In its analysis, the Fiscal Council emphasizes that maintaining a low threshold may hinder companies, entrepreneurs, and consumers. Raising the limit will simplify transactions, reduce operating costs, and support a more dynamic business environment, especially for start-up companies.

Existing restrictions in other EU countries show different practices. Some countries, such as Austria, Germany, and Sweden, have no limits, while others, like Belgium, have lower limits than Bulgaria. The planned increase of the limit to 10,000 euros is intended to harmonize Bulgaria with European standards.
