Tourist Guarantee Fund: Parliament with a New Mechanism for Traveler Protection

The National Assembly is discussing a draft law that introduces an innovative financial instrument to secure tourist services in the event of potential market disruptions.

The legislative initiative to create a Tourism Guarantee Fund took on concrete outlines during the first reading of the parliamentary session held on July 24, 2025. The proposed changes to the Tourism Act aim to build an effective mechanism for protecting consumers in the event of a tour operator bankruptcy.

The financial model provides for raising funds through a differentiated fee of approximately 1% of the annual turnover of tourism companies. This approach will guarantee the reimbursement of prepaid tourist services and minimize risks for customers.

The project's development is the result of a lengthy six-month dialogue between key institutional participants – the Ministry of Tourism, the business sector, and the parliamentary tourism committee. The fund will be managed by a collective body composed of representatives from the Ministry of Tourism, the Ministry of Finance, and the Consumer Protection Commission.

The main strategic goal of the initiative is to create a preventive mechanism for protecting the tourism industry and its consumers in the face of unforeseen market challenges.
