Parliament Adopts Register for Electric Scooters and Rules for Video Surveillance

Parliament approved amendments to the Road Traffic Act, providing for the creation of a national register for electric scooters with information about their owners, as well as the possibility of installing video surveillance devices at traffic lights. The decision aims for more order, responsibility, and security.

The State Agency for Road Safety will create and maintain a unified national register of electric scooters and their owners. The MPs adopted amendments to the Road Traffic Act, introduced by Kiril Dobrev ("BSP - United Left") and Andrey Runchev (GERB - SDS).  

The amendments provide for the entry in the register of a factory or serial number, brand, model, engine power, maximum speed, own weight, region and municipality in which the registration was carried out, registration number of the electric scooter.

The municipal councils will determine the conditions and procedure for registration. The Council of Ministers must adopt a regulation within three months, and the register must be built within five months.

In addition, it is possible to install video surveillance devices on traffic lights.

Emil Yankov ("Vazrazhdane") commented that the owners of scooters will be held responsible in the event of accidents. Kiril Dobrev explained that the changes aim for more order, responsibility and security. Valentin Mundrov will build and maintain the register, and the municipalities will have access to it.

The State Agency for Road Safety will develop a unified regulation, which avoids the creativity of 265 municipalities. Legal uncertainty related to the placement of cameras on traffic light systems is also corrected.
