The Ombudsman institution categorically disagrees with the proposal for a sharp increase in the price of heat energy from "Toplofikatsia Sofia" EAD. The proposed increase is nearly 30%, which will have a serious impact on thousands of households.

Ombudsman Velislava Delcheva: We cannot allow automatic price increases

Ombudsman Velislava Delcheva insists that the Energy and Water Regulation Commission (EWRC) carry out an in-depth and transparent analysis of all components in the proposed price. She emphasized that we cannot automatically and uncritically transfer every price increase onto end consumers.

Serious financial pressure on households

The Ombudsman noted that, given instability and tension in the Middle East, which affects energy prices, it is unacceptable to allow a sharp increase in heat energy. She pointed out that it is especially concerning that this proposal comes amid serious public dissatisfaction with the quality of service provision.

Publicity and transparency are crucial

Ombudsman Velislava Delcheva insists that EWRC determine exactly, objectively and accurately the size of any excess revenue of "Toplofikatsia Sofia" EAD during the pricing period 2025-2026 and reflect the result in prices from July 1, 2026.

Quality of service must be taken into account

The Ombudsman insists that when determining prices for heat energy, the quality of heating supply services and the actual implementation of declared repair and investment programs by "Toplofikatsia Sofia" EAD and other companies in the "Heating Supply" sector must be considered.
