Varna Municipality rejects claims of irregularities in public procurement
The administration of Varna Municipality has categorically rejected the accusations made by the "Vazrazhdane" Member of Parliament, Kosta Stoyanov, regarding the transparency of public procurement for the repair of the street network, parks, and infrastructure.
The procedures were conducted with full transparency and in strict compliance with the Public Procurement Act, the municipal administration stated.
How were the procedures conducted?
- Open procedures: The tenders for the city's five districts were announced in March 2026 with a focus on current repairs for a period of 18 months.
- Full documentation: All decisions, minutes, and documentation are available in the Centralized Automated Information System "Electronic Public Procurement".
- Market consultations: The preparation began with public consultations in October 2025, with seven price offers received, which served as the basis for the estimated prices.
Key arguments of the Municipality
The administration emphasizes that price comparisons with construction reference guides do not take into account the specifics of the particular activities. The selection of different contractors for different districts refutes the claims of a "pre-determined winner".
All procedures were conducted under equal conditions for the candidates, and the final selection criterion was "lowest price".
