Burgas Municipality submits a budget of 356.5 million euros for 2026

The Municipal Council will vote on the financial framework on September 29. Funds include major investments in education, infrastructure and energy efficiency.

The total value of the 2026 Budget for Burgas Municipality amounts to 356.5 million euros. This financial framework includes 143.66 million euros for state-delegated activities, 118.85 million euros for activities financed by municipal revenues, 22.09 million euros as a carryover surplus, and 72 million euros as an indicative annual estimate for EU funds. Currently, a report with the draft, prepared on behalf of Mayor Dimitar Nikolov, has been submitted to the Municipal Council's registry. The document is set to be reviewed by 15 committees, after which it will be put to a vote at a meeting scheduled for September 29. Prior to this stage, on August 24, the financial framework underwent a public consultation process.

Education emerges as a priority area with the largest allocation among delegated activities, amounting to 115.22 million euros. The plans include the construction of a new school in the Kraimorie district, a new wing for Kindergarten "Alen Mak" in the Sarafovo district, and the construction of a new wing for Kindergarten "Proletna Daga" in the village of Marinka. An extension is planned for Vasil Aprilov Primary School and Lyuben Karavelov Primary School, along with renovations of the courtyards at Geo Milev Foreign Language High School and the Goethe German Language School, as well as the implementation of energy efficiency measures in the building of the Goethe German Language School.

Infrastructure investments include 5.3 million euros for the repair and maintenance of the street network and nearly 2 million euros for the installation of new lighting. Capital expenditures backed by municipal revenues are set at nearly 35 million euros. Significant funds are directed toward the energy renovation of 30 residential blocks in the Meden Rudnik, Izgrev, Slaveykov, and Lazur complexes. The same energy efficiency measures will also cover a number of community centers (chitalishte) within the municipality:

Specific sums are allocated to support educational and cultural institutions. A total of 103 thousand euros is earmarked for local cultural hubs, distributed as follows: Adriana Budevska Drama Theatre – 44.0 thousand euros, State Puppet Theatre – 15.0 thousand euros, and Burgas State Opera – 44.0 thousand euros. The municipal budget allocates 12.89 million euros for sanitation activities, which includes 5.43 million euros for the municipal enterprise "Chistota Eko" and 3.3 million euros for landscaping. Additional investments are planned for improving air quality, modernizing waste management systems, and underground waste collection. The culture and sports sectors show an increase of nearly 8%, reaching 2.8 million euros. At the same time, expenditures for salaries for the municipal administration, mayors, and mayoral deputies amount to 7.6 million euros. The social component in the budget framework includes 366 thousand euros for the municipal milk kitchen and 128 thousand euros for supporting people with reproductive issues.
