Bulgaria's National Statistical Institute (NSI) is emailing nearly 500,000 firms to start a campaign for its new Single Portal, the institute said. From next year, firms and individuals will use the portal to send data for all statistical surveys.
From 1 January 2027, annual activity reports, annual financial statements and declarations under Article 38 of the Accountancy Act will be accepted only online, through the NSI system. The reports cover statistical forms, accounting documents and company financial statements. The NSI, the National Revenue Agency and the Registry Agency all need them.
The first step is an information system called the "Single Entry Point", which the NSI builds and runs. The Registry Agency will also join it. MPs passed the changes to the Statistics Act that create the single entry point at second reading in late July 2025.
Users must register before they can enter the portal. They can do this with a qualified electronic signature (hardware, mobile or cloud) or through the e-authentication system of the Ministry of Innovation and Digital Transformation. Only individuals can register with their personal identification code (PIC) from the National Revenue Agency.
Company managers and owners can authorise staff, or other individuals and legal entities, to file the annual activity reports, annual financial statements and Article 38 declarations. Those who get this power can in turn pass it on to third parties, within the rights they received from the owners or managers.
The portal already accepts registrations, authorisations and re-authorisations. More than 5,000 firms and enterprises have registered.
