Progress on the National Recovery and Resilience Plan
Minister of Justice Nikolay Naydenov held a constructive meeting with a delegation from the European Commission (EC), led by Declan Costello. The main topic of the discussions was the fulfillment of the commitments under the National Recovery and Resilience Plan (NRRP), specifically in relation to the fourth and fifth payment requests.
"Bulgaria has fulfilled one of the most important commitments under the plan with the adoption of the Anti-Corruption Act," stated Minister Naydenov.
Key highlights from the meeting:
- Anti-Corruption Act: The new anti-corruption law has been adopted and is awaiting publication in the State Gazette.
- Judicial reform: Measures for the accountability of the Prosecutor General and the efficiency of criminal proceedings have been adopted.
- Lobbying regulation: Preparation of an ordinance for the Transparency Register is upcoming, which is set to enter into force by June 2026.
The Ministry of Justice reaffirmed its commitment to active cooperation with the National Assembly to ensure that all remaining reforms are implemented on time. Despite the challenges, Bulgaria continues its work on strengthening the rule of law to catch up with the average EU levels of fund absorption.
