Every addressed location in Bulgaria will be identified by a unique alphanumeric code, expanding the current four-digit format with an additional four characters. This is part of a new proposed postal code model aimed at increasing precision in parcel sorting, routing, and delivery, as well as improving address processing.

The implementation of the new system will be phased. To ensure a smooth transition, a special mechanism has been planned for locations where necessary information and data are missing from official registers and sources.

The Communications Regulation Commission (CRC) is developing the project based on the Postal Services Act, which empowers the regulator to adopt a system for generating postal codes. The new rules will be integrated with the electronic postal code register, which will serve as the official database for their maintenance and use.

The changes will apply both to the operator responsible for providing the universal postal service and to all other postal operators in the country. The system itself will define the strict rules for generating the codes.

The new postal code system will also apply to the territory of Burgas and the region for parcel deliveries.

The draft system for generating postal codes is currently undergoing public consultation, following the regulator's decision on April 16, 2026.
