The European Commission is advising people in the EU to keep enough food, water and other basics at home to last the first three days of a disaster, until organised help arrives. The supplies should cover essential needs until the relief system is fully working on the ground.

EU commissioner for equality, preparedness and crisis management Hadja Lahbib presented the guidance at the European Civil Protection Forum, the Commission said. The document is not legally binding.

Households should also keep a packed bag or backpack with essentials in case they have to leave in a hurry.

Lahbib said the first hours of a crisis are decisive, and every citizen should be able to protect their family and help others.

The guidance covers three more areas. Nurseries and primary schools should teach children what to do in a crisis, in a way that suits their age and does not frighten them. People with disabilities should get special protection, so that no one is overlooked. Authorities should warn people about dangers more clearly and more quickly.

Lahbib said the guidance is part of the EU's stepped-up efforts to be ready for emergencies. The aim is to keep national civil protection systems running during a disaster.

The Commission proposes marking a European Preparedness Day every year on 23 October, starting next year. The EU Civil Protection Mechanism was set up on that date in 2001. The day is meant to get citizens and local authorities to practise regularly and learn more about the risks.
