MPs will vote on the second reading of amendments to the Public Enterprises Act, related to the introduction of a risk management system in public enterprises, including an integrity officer. The amendments, introduced by Anna Alexandrova (GERB-SDS) and a group of MPs, are the first item on the agenda for today's plenary session.
The changes are in implementation of a recommendation from the Organization for Economic Cooperation and Development and are part of the measures provided for in the National Recovery and Resilience Plan. Corruption risk management systems cover the selection of senior officials, measures to prevent conflicts of interest, a methodology for assessing and controlling corruption risks, ethics and integrity training for employees, and the introduction of the role of integrity officer.
It is envisaged to expand the functions of the Agency for Public Enterprises and Control, as the institution will have to adopt the aforementioned corruption risk management system and monitor its implementation, as well as adopt a Code of Ethics for persons employed in public enterprises.
In addition, public enterprises will be obliged to include in their interim and annual activity reports assessments and controls of corruption risks.
The planned agenda of the parliament also includes the first reading of amendments to the Value Added Tax (VAT) Act and the Trademarks and Geographical Indications Act.
