Aleksandar Dragnev challenges Blagomir Kotsev's order in court
Proceedings have been initiated at the Administrative Court in Varna following a complaint by Aleksandar Dragnev, the former director of the "Security Management and Public Order Control" (USKOR) directorate. His dismissal, initiated by Mayor Blagomir Kotsev on May 29, is now subject to judicial review.
The complainant claims that the order is unlawful, unmotivated, and issued with significant procedural violations.
Context of the dismissal and the "Baba Alino" scandal
Dragnev was removed following the public scandal surrounding illegal construction in the "Baba Alino" area. Mayor Kotsev justified his decision with:
- Concealment of data by the administration;
- Significant failures in work performance;
- Deliberate delay and institutional inaction.
Dragnev's position
For his part, the former director of USKOR denies the accusations. He claims that his team provided the mayor with a detailed report with specific proposals for resolving the case, but never received any feedback or instructions for action.
The court is now set to rule on the request to revoke the order and stay its preliminary execution.
