The well-known Bulgarian financial expert Lyubomir Datsov launched sharp criticism towards the current budget planning process in the country. In an exclusive interview with a national television channel, he emphasized the serious shortcomings in the preparation of the state financial plan for the next year.
According to the high-ranking specialist, who previously held the position of deputy minister of finance, the key problem lies in the delay of political decisions. Normatively and practically, the budget framework should have been developed as early as June-July, but at the moment there is a lack of necessary strategic clarity.
Datsov emphatically stressed that the budget should not be perceived simply as a mechanism for distributing salaries and pensions. He insists on a qualitatively new approach, where the focus falls on the specific public services that the state provides.
The financial expert used a metaphorical comparison of the budget as a "basket" into which one randomly reaches, without a clear vision and accountability. According to his expert assessment, this approach is ineffective and brings no benefit to either institutions or citizens.
The critical moment is that by the end of September the budget must be technically ready, but fundamental political agreements are missing. Datsov insists on urgent consultations and development of a transparent and targeted budget strategy.
