The Parliament will discuss the ratification of the Contribution Agreement between Bulgaria and the European Investment Bank (EIB) regarding the "EU for Ukraine" Fund.
Bulgaria's participation in the "EU for Ukraine" Fund has been approved with a contribution in the form of a guarantee of 10 million euros. The issuance of the state guarantee is provided for in the State Budget Law for 2025.
The Fund, part of the EIB's "EU for Ukraine" initiative, aims to support the reconstruction of Ukraine. The contribution can be in the form of a cash contribution, a guarantee, or a combination of the two.
The funds are used to guarantee EIB operations in Ukraine, as well as to provide investment grants and interest subsidies. Projects in the public and private sectors are financed, with an emphasis on municipal infrastructure.
The donors' contributions are regulated by a Contribution Agreement with the EIB. In the case of a guarantee, all losses are covered by all participating countries in proportion to their share in the Fund.
To date, 16 EU countries have signed contribution agreements. The total amount of participation is 410.3 million euros.
By ratifying the agreement, Bulgaria will support the reconstruction of Ukraine, through joint guarantee with the other EU countries, and will contribute to projects for infrastructure reconstruction and improved financing.
The Deputy Prime Minister and ministers in resignation will participate in the parliamentary control.
