As part of the next step towards economic isolation of the Russian Federation, the Ukrainian presidency undertook large-scale restrictive measures. Decree No. 465/2025 of July 6, 2025, was signed with the clear aim of paralyzing the aggressor's financial capabilities.

The National Bank of Ukraine revealed extremely sensitive details about the scale of financial flows. According to intelligence data, one of the sanctioned companies has managed to transfer billions of dollars to the Russian defense sector just this year.

Zelenskyy categorically emphasized that the actions taken are coordinated with international partners and represent part of a coordinated strategy of economic pressure. He called on Western countries to deepen sanctions pressure, describing the current measures as painful but still insufficient.

Parallel to the Ukrainian initiative, the European Union is preparing its 18th sanctions package, which is expected to be the most extensive so far. The focus will be on Russia's energy and financial sectors, with the main goal of depriving it of financial resources to continue military aggression.

Although some member states like Slovakia temporarily blocked the package's adoption, German Chancellor Friedrich Merz expressed optimism for quickly reaching a compromise. Diplomatic negotiations continue with high intensity.

The Ukrainian president emphasized the strategic importance of sanctions as a key tool for limiting Russian military potential. The international community is called upon to view economic pressure as a priority mechanism for countering aggression.

Next week, additional decisions are expected for mutual recognition of sanctions between Ukraine and the EU, which will further strengthen the coordination and effectiveness of the measures taken.
