Dispute over the methodology for selecting the CEC
The political forces in the 52nd National Assembly entered into a sharp dispute regarding the procedure for calculating the composition of the Central Election Commission (CEC). During the consultations with Vice President Iliana Iotova, party representatives diverged in their interpretations of the mathematical methods for allocating quotas.
"Mathematics is a more precise science. Your interpretation is rewriting the law," stated Bozhidar Bozhanov from "Democratic Bulgaria".
Main points of disagreement:
- Method of remainders: Dispute over whether the largest remainder method should be applied or a practice where parties that have reached their limit are excluded from the calculations.
- Precedents in the CEC: Bozhanov recalled decisions of the commission for local elections where a different denominator was used (240 minus the excluded parties).
- Risk of blockage: According to "Democratic Bulgaria", a wrong interpretation could lead to a scenario where the CEC remains incomplete.
Bozhidar Bozhanov insisted on an official opinion from the Central Election Commission itself and proposed postponing the consultations. He emphasized that if the president's decree is not corrected according to the legal logic of the parties, they are prepared to refer the matter to the Constitutional Court.
