What is the SIGMA system?
The government has officially introduced the System for Integrated Civil Monitoring and Analysis (SIGMA) – a new public tool aimed at complete transparency in the management of public procurement. Prime Minister Rumen Radev emphasized that the platform allows citizens to see in real time how, where, and to which companies public funds are going.
"Through SIGMA, there will be complete transparency regarding where our money goes, how much money is spent, and how public procurement contracts are won," the Prime Minister stated.
Key functions and capabilities:
- Real-time updates: Allows tracking of fund flows without delay.
- Analysis of favoritism: An automatic warning system for suspected rigged tenders tailored to a specific company.
- Integration with registries: A connection with state databases to verify related parties is forthcoming.
- Price control: The final phase provides for automatic verification of inflated prices in contracts.
- Interdepartmental payments: Complex transactions will also fall within the scope of the system, such as payments for projects of national importance like the Kozloduy NPP.
According to the government, SIGMA fulfills a key election promise of "Progressive Bulgaria" to stop the oligarchy's access to public resources and prevent the capture of institutions.
