Property sales in Burgas in the last quarter of 2026 topped those of the first two quarters but stayed below 2025 levels. Diana Ivanova, manager of one of the region's big real estate firms, described the market to Bulgarian National Radio (BNR).

Prices are mostly holding steady, especially on the secondary market, which covers homes that have already been lived in, and on resales. Ivanova says most people in the market expected prices to hold.

Sales rose strongly at the end of 2025. Ivanova says people closed some deals early because the euro was about to be introduced, for psychological and investment reasons. In the first half of 2026, sales fell sharply.

Over the past month or two, the trend has turned. Demand and sales are higher than at the start of the year, and buyers are active and looking at apartments.

Today's active buyers want a home to live in. Speculative and investment buying is not leading the market. The number of clients who bought to rent out or to protect their savings, as they did until the end of 2025, has fallen sharply.

Supply in Burgas is large because of new construction and new building zones. Some Ukrainians are still looking for homes in the region, and some Russians are selling.

Tax valuations of property have not been updated in more than 10 years. Now there is talk of raising them by 30%, and by another 30% later. Ivanova calls the change right and overdue.

She said: "This is an issue that should have been put on the agenda long ago. I think it is an entirely reasonable and consistent step to change them."

Higher valuations may make buyers wait, but in practice they should have no effect, Ivanova says. Even with a 100% increase, valuations would stay far below the prices at which homes sell.

At the start of October we reported that Burgas region was the second most active property market in Bulgaria in the third quarter, with 2,047 registered deals, 14.3% fewer than a year earlier.

She says the law requires fees to be paid on the higher amount. So if the rule is followed, fees stay the same as now, and the tax valuation in a sale is only a formality.
