Parliament has passed changes to the Renewable Energy Act at second reading. The changes complete Bulgaria's adoption of EU Directive 2023/2413.

MPs debated the text on Wednesday, but the vote did not take place because time in the chamber ran out.

The Council of Ministers drafted the bill and sent it to parliament on 10 July this year. The directive promotes the use of energy from renewable sources and repeals Council Directive (EU) 2015/652. The deadline to adopt it expired on 21 May 2025.

According to the Council of Ministers, the bill adds requirements for zones where renewable energy projects are fast-tracked. In priority zones, local communities are encouraged to take part in energy projects.

The changes speed up cooperation between EU member states on joint renewable energy projects. Grid connection opinions for wind power producers will stay valid for longer. There are incentives for decentralised power generation and storage, measures for heat from renewable sources, and a system to issue and trade credits for renewable electricity used in transport.

Net greenhouse gas emissions must fall by at least 55% from 1990 levels by 2030.
