Today, in the holiday village "Elenite", property owners are gathering for an important general meeting. On the agenda are the damages caused by the recent flood and the subsequent actions that will be taken after the disaster. The atmosphere is tense, given the seriousness of the situation and the many unresolved questions.

Among the owners, a division is observed, especially regarding the future of the hotel "Negresco". Some of them express categorical disagreement with the plans to demolish the hotel. It has been established that the hotel was built on the riverbed, which raises questions about the legality of the construction and the role of the responsible institutions.

Even greater concern is caused by the fact that the owners of the affected homes are already ready to take legal action. They intend to seek judicial responsibility from the state and local authorities, which signals growing dissatisfaction and a lack of trust in dealing with the crisis.

What are the legal paths for people whose homes have been affected by the flood? This question is of key importance for the future of the affected people and for the recovery of the village.

In the studio of the show "The Day Begins", the lawyer at the Burgas Bar Association, Dichko Yanev, sheds light on the legal aspects of the situation. "In Bulgaria, there is a Law on damages caused to citizens according to which the state and the municipality are responsible for damages from unlawful actions of their employees in the exercise of administrative activity. There is a possibility for the injured persons to file claims against the guilty administration," he explains.

Yanev clarifies that a collective claim is not possible due to the different amounts of damage caused. Regarding the hotel "Negresco", the lawyer emphasizes that "the bona fide buyers bear no blame, as they have obtained the right of ownership, which is certified by the notary, on official documents." "They bear no responsibility, as they are legitimate owners, certified in the corresponding legal way," he is categorical.

The lawyer emphasizes that the owners are legally entitled to compensation.
