The social system under pressure: Problems and solutions
The demographic crisis in Bulgaria is putting increasing pressure on the social system, warned Minister of Labor and Social Policy Natalia Efremova. During the National Meeting of Local and Central Government, organized by the National Association of Municipalities in the Republic of Bulgaria (NSORB), she emphasized that the state is facing serious challenges.
"With the development of demographic problems, our social system is becoming increasingly strained," Efremova stated.
Quality and control in social services
Despite the difficulties, the minister was categorical: social services remain a priority and their function is indispensable. Key highlights in future work include:
- Joint work between central and local government to raise standards.
- Development and implementation of a new Ordinance on the quality of social services.
- Strict control over service providers.
Combating unregulated social care homes
Minister Efremova emphasized the need for legislative changes following revelations about unregulated "social homes" where people live in unacceptable conditions. Plans include:
- Completing changes to the Penal Code.
- Expanding the powers of the Social Services Quality Agency.
- Granting the Agency the right to terminate the activities of facilities that do not meet the conditions for humane living.
