People without a valid ID card or passport can vote in the run-off for president and vice president on 1 November 2026 with a certificate from the Bulgarian Identity Documents units, the Interior Ministry said.

Certificates issued for the first round on 25 October do not count in the run-off. New ones will be issued from 26 October to 1 November 2026, including over the weekend.

The ministry's Bulgarian Identity Documents directorate runs voting for people without a valid ID. Staff will try to speed up new cards for people who have applied for one. Anyone who has not received a new ID card by the end of the working day on 30 October can ask for a voting certificate.

People can get a certificate if their ID card or personal (green) passport is lost, stolen, damaged or destroyed, or if their ID card has expired. The application for a new ID card must already have been accepted, and the request for a certificate must be made in person.

Certificates are issued by the Bulgarian Identity Documents units at the Sofia Directorate of the Interior Ministry (SDVR), the regional Interior Ministry directorates and the district police departments, as well as by the directorate itself. Anyone who has filed and registered an application at their permanent address can get one. They can collect it from any district police department, from SDVR, from any regional directorate or from the directorate itself, wherever their permanent or current address is.

From 26 to 31 October, certificates are issued from 8:30am to 5pm. On 1 November, the hours are 8:30am to 7pm. Units with different usual hours issue documents during those hours. Saturday, 31 October, is a working day for staff of the directorate and of the units at SDVR, the regional directorates, the district police departments and their local stations, from 8:30am to 5:30pm. On Sunday, 1 November, they work from 8:30am to 7:30pm.

The voting certificate is valid only before the polling station's election commission and only on 1 November. Certificates of declared permanent and current address are issued by the relevant municipal administration.

Each unit's opening hours are posted at the entrance to its public service rooms and on the websites of SDVR and the regional Interior Ministry directorates.
