The voting machines for the 25 October presidential and vice-presidential election have received a type certificate. The Ministry of Innovation and Digital Transformation said it has sent the decision and the inspection report to the Central Election Commission (CEC).
This story follows our earlier report on the draw for the machines' serial numbers at the ministry. The ministry said then that the devices to be certified would be picked at random in a public draw.
CEC chair Georgi Horozov said on Thursday that once the commission has both documents, it will install the software on the machines and then check it.
Three bodies share the decision. It is signed by the minister of innovation and digital transformation, the acting head of the Bulgarian Institute of Metrology and the chair of the management board of the Bulgarian Institute for Standardisation. It says the voting machines meet the Electoral Code and the technical specification.
The decision is based on technical reports from the certification teams at the ministry, the Metrology Institute and the Standardisation Institute. The ministry posted it on its website, along with the conformity assessment report, which sets out the results and findings of the inspection.
Qualified outside experts, chosen in an open process, took part. The ministry says it brought them in to make the certification as professional, verifiable and open as possible.
