Bulgaria's competition watchdog has asked Lukoil Bulgaria EOOD and Lukoil Neftohim Burgas AD for detailed data on how they set wholesale prices for petrol and diesel, the regulator's press office says. The request follows its watch on the fuel market, complaints it has received, and the situation in Europe, which is pushing up prices in Bulgaria too.
The Commission for Protection of Competition (CPC) says it is gathering the data under article 38a of the Competition Protection Act, as part of a preliminary check. The aim is to trace how the price of petrol and diesel is built up along the whole chain — from the delivery of crude oil to the wholesale sale in Bulgaria.
The press office says the new request will add to information the two firms already gave during an earlier probe into the fuel market. That earlier probe was the basis for a package of 23 measures against rising fuel prices the CPC put forward in May this year.
This time the commission wants specific figures from the two companies. They must show deliveries, costs and the components that make up the wholesale price of petrol and diesel for the period from 1 May to 28 September 2026. The CPC also wants the firms to explain the economic factors behind the price and exactly how they work out the cost of the fuel.
Lukoil Bulgaria and Lukoil Neftohim Burgas have seven days to hand over the information. The regulator will use it to check one link: whether the price of crude oil and production costs affect the final wholesale price of petrol and diesel in Bulgaria.
Once it has looked at the data, the commission will decide what steps to take next under its powers in the Competition Protection Act, the regulator's press office adds.
The Bulgarian News Agency (BTA) recalls that in March the CPC had already asked Lukoil Neftohim Burgas, Lukoil Bulgaria and other big fuel wholesalers for detailed information. That request was tied to the ongoing case against the Lukoil group over a possible abuse of its dominant position.
