Commission approves extension of the 2026 budget until the adoption of a regular one

The parliamentary committee on regional policy has approved the bill to extend the 2026 budget until the adoption of a regular one. Municipalities are seeking more powers and additional funds for capital programs.

The Parliamentary Committee on Regional Policy, Public Works and Local Self-Government approved the bill for amendments to the Law on the Collection of Revenues and the Execution of Expenditures in 2026 until the adoption of the State Budget Act, the Law on the Budget of State Social Security, and the Law on the Budget of the National Health Insurance Fund for 2026, submitted by the caretaker government.

Voting result: 10 MPs voted “for”, 2 “against”, 1 “abstention”.

Budget extension: This will be the second extension law for the 2026 budget, valid until the adoption of a regular budget.

Zheni Nacheva (MoF): Provides security for the financing of activities until the adoption of a regular budget. Possibility of financing the increase in salaries and transfers to municipalities from previous years. The right of municipalities to make expenditures taking into account effective normative acts and to finance local activities upon over-fulfillment of revenues and with borrowed funds. It is proposed to extend the deadline for assessing the financial difficulties of municipalities.

Nikolay Saikov (MRRB): Support from the ministry.

Silvia Georgieva (NSORB): Requests for guarantees for a normal work process at the local level, legal certainty for the adoption of temporary calculations, powers to adopt capital programs for 2026 and an additional resource of 200 million euros for the investment program.

Zheni Nacheva (MoF) on relations with NSORB: The MoF is a good partner. NSORB's opinions were received after the bill was submitted. They are not familiar with the request for additional funds.
