The Mayor of Burgas Proposes a Kindergarten Branch in the Pobeda Quarter

Burgas Mayor Dimitar Nikolov proposes the opening of a branch of the “Nadezhda” kindergarten in the “Pobeda” district, starting from the 2026/2027 school year. The report will be considered at the upcoming meeting of the Municipal Council next week.

The proposal is part of the consistent policy of Burgas Municipality to ensure accessible and quality preschool education, in line with the needs of citizens and demographic processes in the region.

It is dictated by the fact that currently there is no kindergarten operating in the “Pobeda” district, which makes it difficult for parents and limits children's early access to the educational system. The lack of a nearby kindergarten leads to low coverage in compulsory preschool education and creates prerequisites for social isolation and educational difficulties. Many families do not have transportation or financial resources for daily travel to more distant kindergartens.

The “Nadezhda” kindergarten in the “Meden Rudnik” residential complex is currently operating at full capacity, which further necessitates the expansion of admission possibilities.

According to the proposal, the branch will be opened in the building of the “Hristo Botev” Primary School – “Pobeda” district, which was completely renovated last summer while complying with all the requirements of Ordinance No. 3 on health requirements for kindergartens. It is planned that the branch will have a capacity of two groups for preschool-age children.

The decision will allow for the optimization of administrative expenses and the use of the established pedagogical and managerial capacity of the existing “Nadezhda” kindergarten.

The opening of the branch is in implementation of Strategic Priority 1 – “Quality education and socialization of children from an early age” of the Demographic Development Program of Burgas Municipality. The initiative aims to guarantee equal access to modern and effective childcare, support early socialization, and create conditions for the professional activity of parents.

The proposal is an important step towards the sustainable development of the “Pobeda” district, reducing educational inequalities, and guaranteeing the right of every child in Burgas to receive quality education from an early age.
