The Energy and Water Regulatory Commission (EWRC) has officially announced the setting of compensation mechanisms for the month of July. These funds cover a portion of the electricity costs incurred by residential consumers from end suppliers. The regulator specified that these compensations are a key element of the household support system established through amendments to the Energy Act. The main purpose of this mechanism is to ensure the predictability of energy costs for citizens by eliminating the risk of sharp changes caused by fluctuations in market price levels.
An important detail in the regulatory framework is that as of July 1, 2025, the wholesale electricity market is fully liberalized. Nevertheless, the price for end-user households remains fixed for a one-year period, with its value determined directly by the EWRC. At the same time, suppliers are required to purchase electricity at market terms, yet they are also obligated to resell it to residential customers at fixed prices. In July of this year, these companies' energy procurement costs exceeded the annual base price of 74.54 EUR/MWh (excluding VAT), which was set by the EWRC effective from July 1, 2026. Because of this discrepancy, each end supplier receives targeted compensation from the Security of the Electricity System Fund, and these amounts have already been reflected in the consumers' invoices. When calculating these funds, the commission applies special adjustment mechanisms aimed at preventing potential unfair practices by energy companies.
The compensation levels determined for the period from July 1 to July 31 are as follows:
- Electrohold Sales EAD: 25.75 EUR/MWh, excluding VAT;
- EVN Bulgaria Electricity Supply EAD: 22.40 EUR/MWh, excluding VAT;
- ENERGO-PRO Sales AD: 25.18 EUR/MWh, excluding VAT;
- ESP Golden Sands OOD: 29.17 EUR/MWh, excluding VAT.
For comparison, in the previous month of June, the compensations determined by the EWRC were in the following amounts (all excluding VAT): 25.15 EUR/MWh (49.20 BGN/MWh) for customers of Electrohold Sales EAD; 25.20 EUR/MWh (49.28 BGN/MWh) for subscribers of EVN Bulgaria Electricity Supply EAD; 23.77 EUR/MWh (46.49 BGN/MWh) for end customers of ENERGO-PRO Sales AD; and 19.28 EUR/MWh (37.71 BGN/MWh) for residential customers of ESP Golden Sands OOD.
