MPs to vote on minimum pay for hospital staff, question interior minister Demerdzhiev

Parliament votes at first reading on changes to minimum pay in hospitals and hears the interior minister regarding the mantinelas and Peevski's flights.

Parliament will debate changes to the Law on Medical Facilities this week. The party We Continue the Change (PP) wants a legal minimum wage for medical staff, with penalties for breaches, the draft parliamentary programme shows.

MPs will also question interior minister Ivan Demerdzhiev about crash barriers and the flights of Delyan Peevski. Progressive Bulgaria requested the hearing.

The PP changes cover the facilities under Article 5(1) and Article 10 of the law, as well as state and municipal hospitals. The authors want pay there to be set more openly. Part of a salary should depend on ongoing training and extra qualifications, to give medics a reason to develop their careers. Hospitals that fail to meet the minimum pay levels in the law would face penalties.

Progressive Bulgaria wants the minister to respond to reports of faulty practices in public contracts for installing guardrails. The party also asks about claims that money paid under such contracts was redirected to Peevski's flights. It wants to know how much the flights cost, how they were invoiced, who paid for them and who is linked to them.

Today is the first Wednesday of the month. On this day, parliamentary groups can propose items that must go on the agenda.

MPs will also hold a first reading of changes to the Cybersecurity Law, put forward by Revival. The authors say the changes should strike a better balance between national security and a stable, friendly environment for the digital economy.

Democratic Bulgaria (DB) is tabling changes to the Law on Local Self-Government and Local Administration for a first vote. The party wants decentralisation that works, protection of local communities' interests and a real role for local bodies in running and overseeing the processes that affect them.

At second reading, MPs will vote on changes to two laws put forward by the Council of Ministers. The changes to the Law on Private Security Activity widen the group of people who can work in private security. The other changes are to the Law on Clean Ambient Air.

Parliament will ratify the air services agreement between the governments of Bulgaria and Mongolia, tabled by the Council of Ministers. It was signed in Sofia on 21 November 2025.

On Thursday, MPs will vote at first reading on changes to the Law on State Reserves and War-Time Stocks, tabled by the Council of Ministers.

On Friday, MPs will hold a first reading of changes to the Law on the Public Offering of Securities, also tabled by the Council of Ministers. The same day, parliament will ratify the agreement between the International Bank for Economic Cooperation (IBEC) and the government. It settles for good the mutual claims and obligations arising from Bulgaria's withdrawal from the agreement on the organisation and work of IBEC and from membership of the bank.

Friday is also the day for regular parliamentary oversight.
