Bulgaria's debt stood at €34.797bn (68.057bn leva) at the end of 2025, or 29.9% of gross domestic product, the National Statistical Institute (NSI) says.
A year earlier, debt was €24.977bn (48.851bn leva), or 23.8% of GDP, according to NSI data.
The general government deficit in 2025 was €4.664bn (9.122bn leva), or 4% of GDP. That is the amount by which spending exceeded revenue. Most of it came from central government, at €4.546bn (8.891bn leva), or 3.9% of GDP. Local government ran a deficit of €114m (223m leva), and the social security funds one of €4m (8m leva).
The NSI said the deficit and debt figures for general and central government may be revised. That depends on the findings of the National Audit Office's report, on further analysis, and on checks and confirmation by Eurostat.
On the orders of parliament, the National Audit Office carried out an extraordinary audit of public-sector road infrastructure projects.
The NSI asked for a copy of the report but had not received it by the time it published the figures.
