CEC Opens Procedure for Printing Ballots for the 2026 Elections

The Central Election Commission (CEC) has announced a public procurement for the production and delivery of paper ballots and specialized paper for the upcoming parliamentary elections in 2026. The order is awarded through negotiations without announcement to "Printing House of the Bulgarian National Bank" AD, in accordance with the requirements of the Election Code. The estimated cost of the ballots is 924,000 euros.

The Central Election Commission (CEC) has initiated a procedure for awarding a public procurement for the production and delivery of paper ballots and specialized paper for the upcoming parliamentary elections in 2026.

By decision of the CEC, the procurement will be awarded through negotiation without prior announcement to "Printing House of the Bulgarian National Bank" AD. This is in accordance with the requirements of the Election Code, which provides exclusive rights to the printing house for the production and delivery of these materials.

The decision states that the CEC is obliged to send an invitation to the printing house to conduct negotiations and conclude contracts.

Technical specifications and requirements for the production and delivery of the paper ballots have also been approved. Candidates must submit certificates and protocols from accredited laboratories.

The estimated value of the paper ballots for the elections on April 19, 2026, is 924,000 euros excluding VAT, including all costs for production and delivery.

The projected number of rolls of specialized paper is 19,000.
