‘Bonus-Malus’ system to launch in February 2027, says regulator's deputy chief

The bonus-malus system for third-party car insurance is set to start in February 2027. That's what Financial Supervision Commission deputy chair Plamen Danailov said on BNT's "Govori Sega" show. The rules were approved in late August, but rolling them out takes time to set up the technical side.

Prices won't drop for every driver. Each insurer will set its own pricing and decide how it factors in a driver's claims history, and it must make that policy public.

The system is based on real insurance claims, meaning how a driver behaves and any accidents they've caused. It's not true that it only means higher prices with no discounts, Danailov said. He expects competition for careful drivers to get tougher, as insurers adjust their terms to win them over. He said it would be wrong for the state to set prices itself.

Several EU countries have used a similar system for decades, looking back at insurance claims from up to 10 years ago when setting terms.

Danailov also said third-party insurance won't get pricier because of the Guarantee Fund. Changes to the Insurance Code will make it easier for victims to get paid out through the fund, while the system itself stays largely the same. The old process was slower and more cumbersome; the new rules set shorter deadlines for payouts.
