Turkey proposes Black Sea moratorium and a corridor for Ukraine near Bulgaria

Turkey has proposed a halt to fighting in the Black Sea, where Russia has been waging a full-scale war on Ukraine since February 2022, and separate routes for ships.

Russia launched a full-scale war against Ukraine in February 2022. Turkey has now put a new proposal to Ukraine and Russia for a halt to fighting in the Black Sea, a Turkish newspaper reports. Under the plan, Ukrainian ships would sail along a separate corridor past the coasts of Romania and Bulgaria to the Bosphorus.

Russian ships would use a different route, past Georgia and Turkey. Ankara wants to make shipping safe by sending civilian ships along different routes depending on who owns them. The newspaper's source says the corridor is "for security".

The new document would cover all merchant ships. If the sides agree, Russia, which is waging the aggression, and Ukraine, which is defending itself, would have to stop attacks on merchant ships.

The possible deal resembles the 2022 grain deal.

Talks on the document are continuing. If the sides reach agreement, they could sign a deal.
