Andrey Gyurov Resigned from BNB Before Becoming Caretaker Prime Minister

Parliament Speaker Raya Nazaryan announced that Andrey Gyurov had resigned as Deputy Governor of the Bulgarian National Bank (BNB) due to his appointment as caretaker prime minister. Stanislav Balabanov from ITN raised the question of the procedure.

Today – February 19th, a letter from Andrey Gyurov, elected by a decision of the National Assembly (NA) on July 26, 2023, as Deputy Governor, Head of the “Issue” Department of the Bulgarian National Bank (BNB), was received at the registry of the National Assembly (NA), in which he states that, given his appointment as caretaker prime minister, on the basis of Art. 13, para. 5 of the BNB Act, he resigns from his position as Deputy Governor, announced the Speaker of Parliament, Raya Nazaryan.

According to the aforementioned provision and in connection with the President's decree of February 19, 2026, for the appointment of a caretaker government, the powers of Andrey Gyurov as Deputy Governor of the BNB are terminated with his appointment as caretaker Prime Minister in accordance with Art. 99, para. 5 of the Constitution, she read.

Prior to that, Stanislav Balabanov from "There Is Such a People" noted from the parliamentary rostrum that we are witnessing a "pre-submitted resignation" in the NA of Andrey Gyurov as Deputy Governor of the BNB. Since he was elected by an act of parliament as Deputy Governor, isn't it logical to be released also by an act of the NA, like everyone else elected by parliament, Balabanov asked. The MP requested a 30-minute break on behalf of the parliamentary group due to this case, as well as for a chairmen's council to be convened to discuss it. Nazaryan gave 15 minutes.
