The Ministry of Health's budget has allocated 319,560 euros to manage the mosquito population during the 2026 summer season. These funds will enable municipalities to carry out emergency disinsection activities throughout the month of September. The purpose of these measures is to protect the public and mitigate disaster risks by treating areas classified as state-owned public property. This decision is accompanied by a reduction in the indicators under Art. 15, para. 3 of the State Budget Act of the Republic of Bulgaria for 2026.

At the same time, the government is channeling over 149 million euros in additional transfers to municipal budgets for 2026. According to the government press office, these resources are earmarked for the implementation of socially significant initiatives and programs, including projects initiated in previous years. The list of supported projects includes:

Significant funds are also being allocated to the needs of the Central Election Commission (CEC), with over 10 million euros in additional expenses approved for its 2026 budget. This sum is intended for the fulfillment of already signed contracts related to the organization of the electoral process, namely:

Regarding the logistics for the presidential and vice-presidential elections on October 25, 2026, the Council of Ministers approved changes to the distribution of financial resources by municipality. This adjustment was necessary based on a report on the permanent addresses of the population, prepared by the General Directorate for Civil Registration and Administrative Services. These changes are being incorporated into Appendix No. 3 to Art. 4, para. 3 of Council of Ministers Decree No. 119 of 2026, which regulates the cost estimate for election preparations.

The media recalls that earlier this year—in August—the government adopted other additional transfers for municipalities. These were aimed at compensating parents for the costs of raising, educating, and training children who were not admitted to municipal nurseries or nursery groups due to a lack of available places for the period from May 1 to June 30, 2026.
