Minister of Health Katya Ivkova explained to the media that it is realistic for the new quality assessment system in the sector to be adopted by the end of this year. She pointed out that the process requires mandatory consultations with the medical community before a mechanism for objectively monitoring care and applying sanctions for identified lapses in hospitals can be introduced. Ivkova commented that there is currently a lack of sufficient transparency regarding out-of-pocket payments made by patients outside the NHIF package, which is a primary source of public distrust. The World Bank and the European Commission have long warned that in Bulgaria this expenditure reaches 40%, compared to an average of 17-18% for Europe. The Minister stated that much more detailed and frequently provided information will soon be available to citizens so they know what they are entitled to within and outside the scope of the health insurance package.

Regarding the government's management program, Ivkova reported on the cabinet's first hundred days: "We have managed to structure high-quality administrative and legislative measures with clear deadlines. We are taking steps to stabilize the sector, which has accumulated deficits for many years, while simultaneously supporting the bill for centralized procurement of medicines and equipment to end long-standing infringement procedures. In the medicinal products bill, we have included full traceability for every package on the market. Our focus is on shifting towards health-oriented medicine, prevention, and prophylaxis, and despite the short period, we have implemented payments for investments from the RRP and accelerated the project for Emergency Medical Assistance."

Commenting on the political situation, the Minister noted that the resignation demand from Acad. Nikolay Denkov could be seen as an attempt at destabilization. She reminded that in September 2023, during his term, the Proton Center project was removed from the Recovery and Resilience Plan on the grounds that it could not be completed by August 2026, even though it would have helped children with cancer and adult patients, with a commitment having been made to build it using national funding. "When political questions are raised, let us remember who did what in the system." When asked if she has the trust of Prime Minister Radev, Ivkova replied that she does not respond to speculations but focuses on her work. She added that the opening of new private hospitals should be based on real needs rather than the health map, which has not been updated since 2018. "We are ready to work on all the outlined priorities."
