Improving the Quality of Medical Care in Bulgaria: New Reforms, Investments and Strategies for 2026

In 2026, Bulgaria invests over BGN 200 million in modernization, digitalization, emergency care and prevention. The new health strategy focuses on accessibility and prevention.

Bulgarian healthcare enters 2026 with a series of large-scale reforms and targeted investments. The main focus is on improving access, prevention, digitalization and the quality of medical services throughout the country. The new National Health Strategy 2030 adopts an action plan until 2026 – outpatient care, the development of e-health and the modernization of hospitals are a priority.

Key measures for 2025-2026 include:
• Modernization of the building stock – refurbishment of 175 emergency centers and over 13 new ambulances with equipment;
• Implementation of e-health and the National Health Information System;
• Increasing the attractiveness of medical professions through additional incentives and a more balanced distribution of specialists;
• Expansion of preventive screening activities – large-scale campaigns for oncological diseases, cardiovascular and prevention in children.

Over BGN 145 million have been allocated in the 2026 budget for medical helicopters, 6 new air emergency assistance sites and infrastructure modernization.

Target indicators provide for 900 inspections per year in medical institutions, an optimized drug policy and a reduction of inequalities between regions. The strategy aims to reduce premature mortality and sustainably improve the health status of the population.

“The high quality of medical care depends on strategic investments in prevention, electronic solutions and fair funding,” said Minister Hristo Hinkov. The introduction of electronic medical records and more effective management of hospital resources are among the main steps for the new health framework.
